Fiscalization in Serbia is the legal obligation for businesses to issue fiscal receipts and report sales transactions to the Tax Administration in real time. It applies to any business selling goods or services to end consumers in Serbia. The country operates a fully digital online-fiscalization model, replacing its older hardware-based system in 2022.

What Is Fiscalization in Serbia?

Serbia introduced its new fiscalization model under the Law on Fiscalization. The law came into force on 1 January 2022 and replaced the previous system, based on classic hardware fiscal devices.

The new model is software-based. Instead of certified hardware storing transaction data locally, businesses now use certified software applications, together with a fiscal receipt processor and security element, to generate receipts. The Tax Administration receives transaction data in real time – or near-real time in cases where connectivity is temporarily unavailable.

The application generating the receipt must meet specific technical and certification standards before it can legally issue a fiscal receipt in Serbia.

How the Serbian Fiscalization System Works

The e-fiscalization system connects the point of sale directly to the Tax Administration. Each time a transaction occurs, the system generates a fiscal receipt, signs it cryptographically, and transmits it to the Tax Administration’s servers. The receipt is then available for verification by the buyer using a QR code.

Three components make this work together: the POS SW (ESIR), the fiscal receipt processor (PFR), and the security element (BE).

The Main Technical Components

The ESIR, POS software component, captures the transaction and initiates the fiscal receipt. This is the application the cashier or salesperson interacts with. Any software used as an ESIR in Serbia must be certified, meaning it must appear on the Tax Administration’s accredited solutions list.

The PFR, Fiscal Receipt Processor, is the component that processes and digitally signs the receipt before transmitting it to the Tax Administration. This component must also be certified.

Fiscalization and E-Invoicing in Serbia

Fiscal receipts and e-invoices are separate legal instruments governed by different laws. Businesses operating in Serbia need to understand which applies to which transaction type and where the two systems overlap.

Fiscal receipts are issued at the point of sale for transactions with end consumers (B2C). They are governed by the Law on Fiscalization described above.

E-invoices are used for business-to-business (B2B) and business-to-government (B2G) transactions. They are governed by the Law on Electronic Invoicing and processed through the Electronic Invoicing System, known as SEF.

The two systems operate independently, but they can overlap. Misclassifying a B2B transaction as B2C, or issuing a fiscal receipt where an e-invoice is required, creates a compliance gap that is easy to miss and difficult to correct retrospectively.

What Businesses Should Check

Understanding how the system works is the first step. Before going live in Serbia, businesses and POS software developers should confirm the following compliance points:

  • Certification of POS SW. Using a solution that is not certified means your fiscal receipts are not legally valid.
  • Business premises registration. Each business premises must be registered.
  • Fiscal receipt content. Serbian fiscal receipts have mandatory predefined elements and layout, so make sure that your receipt template includes all required fields in the correct format.
  • Types of fiscal receipts. Serbia’s fiscalization system recognizes several receipt types and different fiscal document types. Confirm that every receipt type your system issues is configured correctly.
